Administered by the State Highway Administration’s Office of Equal Opportunity, the Entrepreneurial Development Institute helps meet the educational needs of certified minority and disadvantaged small businesses in construction and related business fields. The institute is held at the University of Maryland Eastern Shore in October over five consecutive weekends. Among the courses are offerings on business plan writing, human resources management, budgeting and payroll, technical math review and construction estimating and bidding procedures.
